THIS IS NOT A TELEWORK POSITION. CANDIDATE WILL BE REQUIRED TO WORK IN THE OFFICE.

Some travel will be required.

This is a full-time Career Service position, working 40 hours per week.

Regular business hours are 8:00 am - 5:00 pm EST, Monday to Friday.

 

 

Salary to be determined, based on experience, up to $42,000 min to $52,000 max.

If selected for hire, current DCF employees will be compensated in accordance with the DCF salary policy. 

 

 

Required Minimum Qualifications:

  • A bachelor’s degree from an accredited college or university.
    • Note: Be prepared to provide a copy of your degree/diploma or request official transcripts from your school in a sealed envelope. Unofficial transcripts are not accepted. All documents must be in English, clear, and legible, showing all signatures and pertinent details. Foreign degrees must be validated by a third party to meet the US equivalency requirements. All costs are the responsibility of the applicant.
  • One (1) or more years in Economic Self Sufficiency (ESS) program policies, and sufficient knowledge and expertise in the ESS operational processes.

Preference will be given to candidates who meet the following: 

  • One (1) or more years in Food Assistance (FA), Temporary Cash Assistance (TCA) and Refugee Cash Assistance (RCA) eligibility, including federal administrative policies, procedures, guidelines, and directives related to program eligibility, and a solid working knowledge of other public assistance programs administered by DCF. Detailed and up to date knowledge of federal and state laws, and policies of public assistance programs.
  • Demonstratable knowledge of ESS databases and information technology systems.

POSITION DESCRIPTION

This is a responsible professional position in the Headquarters’ Policy Unit of the Economic Self Sufficiency (ESS) Program Office. 

 

This position must maintain a thorough knowledge of Food Assistance (FA), Temporary Cash Assistance (TCA) and Refugee Cash Assistance (RCA) program eligibility by reviewing federal administrative policies, procedures, guidelines, and directives related, and a solid working knowledge of other public assistance programs administered by the Department of Children and Families (DCF).  This position assists in the evaluation and assessment of proposed changes to eligibility and operations; identifying potential problems, and recommending appropriate actions necessary to prepare administrative rules, state plans, legislation, and policy materials; including FA, TCA, and RCA policy transmittals, clearances, clarifications, and training.

 

The duties and responsibilities include, but are not limited to the following:

  • Maintain up-to-date knowledge of FA, TCA, and RCA eligibility policy, including pertinent sections of federal law, regulation and other federal guidance, Florida Statute, Florida Administrative Code (FAC), public assistance manuals, procedural guides and the ESS systems used to establish and maintain FA, TCA, and RCA eligibility.
  • Review the impact of proposed changes affecting Medicaid eligibility in federal statue and regulation, state law statue and judicial decision. Prepare analysis describing the effect and impacts of these changes.
  • Analyzes the need for and recommends changes to FA, TCA, and RCA policy and/or procedure based on a thoughtful review of all available resources including input from regional staff and performance reports, budget, and appropriate data sources.
  • Works with management, staff, and federal stakeholders to identify, evaluate and assess the impact of externally proposed changes to FA, TCA, and RCA policy and recommend appropriate action. This includes review of the Florida Administrative Code (FAC), federal regulation; other federal and state policy directives; and Florida Statutes for programs to ensure FA, TCA, and RCA eligibility policy is in compliance with all state and federal expectations.
  • Develops written materials addressing FA, TCA, and RCA eligibility in a correct, clear, and concise manner.
  • Assists in the development and presentation of training materials related to FA, TCA, and RCA eligibility.
  • Assists in identifying necessary ESS systems changes necessary to determine FA, TCA, and RCA eligibility, the development of necessary design and testing documents and assists in the testing of systems' changes.
  • Provides technical assistance related to FA, TCA, and RCA eligibility policy to regional and headquarters staff and external customers. This guidance may be oral or written, and must be correct, clear, and concise.
  • Attends meetings within DCF, partner agencies, and other interested parties as a FA, TCA, and RCA eligibility policy expert to provide input and impact observations on related issues.
  • Assists management in advance of their attending meetings withing DCF, partner agencies and other interested parties related to FA, TCA, and RCA eligibility policy by providing materials for program presentations, special management reports and project evaluations.
  • Assists other units within the ESS program office, other program offices on issues with FA, TCA and RCA eligibility implications or impacts.
  • Assists the Office of General Council in evaluating issues with Medicaid eligibility implications, producing materials necessary and producing materials related to public records requests.
  • Performs other related duties as assigned.

  • Detailed and up to date knowledge of federal and state laws, and policies of public assistance programs.
  • Ability to manage a complex organizational unit, maintains control, analyze performance and operational problems, and develop creative solutions with minimum resources.

  • Ability to communicate with clarity and conciseness, orally and in writing.
  • Knowledge of methods of compiling, organizing, and analyzing data.
  • Knowledge of social, economic, administrative, and planning techniques.
  • Detailed knowledge of the department’s organizational structure and its functioning.
  • Ability to work effectively with individuals within and outside the department, including the media, legal services, organizations, and client advocacy groups.
  • Ability to conduct research studies.
  • An understanding of computer systems and their impact upon program operations.
